Skyblue offers Professional and expert review of wireless cell site applications to municipal governments, so they can make an informed and educated decision as to the need and appropriateness of a new site in the community. During the application process, the wireless carrier submits expert witness testimony in support of their application. Part of this evidence is an RF justification for the site, explaining why the applicant needs the new facility and how it will remedy the coverage gap. It also includes a report confirming that the new facility complies with FCC RF radiation exposure limits. However, local municipalities rarely have the expertise in-house to review this evidence. Skyblue Engineering can provide an independent review of this evidence to the municipality, affording the board an independent analysis and report.
Municipal Wireless Planning
Skyblue can assist municipalities with developing long-term master plans for wireless coverage. Traditional zoning and land use codes do not usually address the wireless carriers' needs in a comprehensive way, nor do they address the community's need to minimize the intrusiveness of new wireless facilities. Typically, applications for new cell sites are processed one at a time, leaving the siting of new facilities up to the applicants. Developing a Wireless Master Plan will give a jurisdiction the ability to direct the carriers to locations that the community considers more appropriate.
Expert Witness Service
Skyblue Engineering also offers expert witness services to applicants for new sites, as well as cellular network testimony in court. Skyblue can provide Professional and expert witness testimony on the record for wireless carriers. Many jurisdictions require a special use permit for new cell sites, and the applicant has to provide evidence in support of their application. For new cell sites, Skyblue will provide this expert witness testimony, proving the existence of and presenting a solution for eliminating a coverage gap.
Skyblue also provides expert testimony for district attorneys looking to place suspects near a crime scene using cell phone records. Skyblue can review call detail records provided by the wireless carrier, and testify that a particular wireless device was located within a defined coverage area at the time of a crime, confirming the suspect was in the vicinity.
Health and Safety Evaluation
Skyblue offers site specific evaluation of RF exposure levels for wireless facilities, including a complete evaluation of RF radiation emitted from a wireless facility and certification that a facility is compliant with FCC and OSHA exposure limits. All engineering reports and certifications submitted to a municipal government must be signed and sealed by a Professional Engineer. Skyblue will provide a Signed and Sealed PE report, certifying that a facility complies with all exposure limits.
Wireless Facility Engineering Design Services
Skyblue offers A&E services to carriers for the development of a new wireless facility. This includes all engineering work and deliverables, such as: lease exhibits, zoning drawings, construction drawings, zoning hearing support, and any required engineering reports.
